[ALPS03867358] Thermal: P Migration

Modiy change thermal policy method.
Using "set property" instead of call lib by individual process.

[Solution]
1. Add "on property" in init.thermal_manager.rc file.
2. Modify selinux policy.
3. Remove "on property" in project init.rc.
Using "start service" instead of "exec command" to
avoid performance issue.
4. Rename thermal property.
