[Solution]
Add sepolicy for app to access proc_ged by ioctlcmds.

[Solution]
Add sepolicy for app to access proc_ged by
ioctlcmd=GED_BRIDGE_IO_BOOST_GPU_FREQ.

Group existing sepolicies for different types app to access
