The interface of nvram hal 1.0 was already MP in O version.
Then, we cannot modify the interface of 1.0.

We add some nvram hal api in P (backup/restore).
Thus we upgrade the hal to 1.1.

[Solution]
Use vendor.mediatek.hardware.nvram@x.x-service to register
